Urge members of the House State & Local Government Committee to SUPPORT HB 1159 that would require Tennessee voters to declare a political party affiliation to participate in primary elections, enhancing election integrity and transparency.

HB 1159 establishes a requirement in Tennessee election law for voters to declare a political party affiliation or choose to be marked as “Unaffiliated” when registering to vote or updating their registration. Under the provisions of this bill, when a person completes a voter registration application, they must indicate their chosen political party or state that they do not affiliate with any party, which will be recorded as part of their permanent registration record. Those who do not specify a preference will be listed as unaffiliated by the county election commission. This approach brings greater transparency and clarity to the election process, ensuring that only voters with declared party allegiances participate in that party’s primary elections.

Currently, Tennessee allows voters to participate in party primaries without a formal party registration, which has sometimes led to concerns about crossover voting and the integrity of party nominations. HB 1159 would change this by requiring voters to declare their party allegiance before participating in primary elections, or at the very least, at the time of voting in their first primary after this legislation takes effect. Section 2 of the bill allows voters to make this designation during registration periods, and Section 4 specifies that if a voter seeks to participate in a primary without a prior designation, they must declare their allegiance at the polls and this will be recorded for future elections. This measure respects both voter choice and party autonomy, aligning with conservative principles of election integrity and respect for the unique identity of each political party.

The bill affects all Tennessee voters engaging in primary elections, as it sets a clear process for documenting party affiliation, which can be changed later if a voter chooses. Implementation is set for July 1, 2025, giving both election officials and voters time to adjust to the new procedures. By providing a straightforward mechanism for party affiliation and ensuring that only those wishing to participate in a party’s candidate selection process may do so, HB 1159 aims to strengthen the integrity and clarity of Tennessee’s primary elections while upholding the rights of voters and the interests of political parties.
