Election Laws – As introduced, requires a voter to designate on the voter registration record a political party with which the voter is affiliated in order to vote in primary elections for such political party.

Currently, Tennessee allows voters to participate in party primaries without a formal party registration, which has sometimes led to concerns about crossover voting and the integrity of party nominations. HB 1159/SB 0831 would change this by requiring voters to declare their party allegiance before participating in primary elections, or at the very least, at the time of voting in their first primary after this legislation takes effect. Section 2 of the bill allows voters to make this designation during registration periods, and Section 4 specifies that if a voter seeks to participate in a primary without a prior designation, they must declare their allegiance at the polls and this will be recorded for future elections. This measure respects both voter choice and party autonomy, aligning with conservative principles of election integrity and respect for the unique identity of each political party.
