BILL SUMMARY:
This bill directs every local education agency (LEA) and public charter school in Tennessee to build into their social-studies curricula an age- and grade-appropriate unit on the history of communism. Starting in the 2026–27 school year, but with guidance development effective immediately, the Department of Education will craft model lessons and may consult victims of communist regimes or recognized organizations devoted to their memory.

The required content spans six areas: domestic communist movements and tactics in the U.S.; atrocities under foreign communist governments; a comparative discussion of ideologies that clash with American freedom and democracy; mid-twentieth-century threats including China’s Cultural Revolution; the economic and political precursors to revolutions; and the roots and spread of communism in Cuba and Latin America. The Department will supply supplemental materials without extra funding, relying on existing staff and stakeholder outreach.

In practice, most Tennessee high schools already touch on communism in grades nine through twelve, so the incremental cost and curriculum shift should be modest. Teachers will need to integrate the new guidance, and LEAs may want to involve local historians or survivors’ groups. While some districts might worry about added instructional time, this requirement dovetails with broader civic‐education goals, reinforcing critical thinking about competing political systems.
