HB638 SB1389 / Prohibits TennCare and CoverKids providers from denying care when enrollees refuse vaccines.

TennCare – As introduced, prohibits a healthcare provider who participates in the TennCare or CoverKids programs from refusing to provide healthcare services to an enrollee based solely upon the enrollee’s refusal to obtain a vaccine or immunization; prohibits the bureau from reimbursing a healthcare provider in violation of such prohibition; requires the director to adopt rules.

Amends TCA Title 33; Title 56; Title 63; Title 68 and Title 71.

HB2313 SB2153 / Creates state-run home visits for young children’s mental health services.

Health, Dept. of – As introduced, authorizes the department to establish and administer an early childhood mental health home visiting program as a voluntary, evidence-based and home-based intervention to promote the mental health, developmental progress, and family stability of children from birth to five years of age and their families.

Amends TCA Title 33 and Title 68, Chapter 1.

HB2532 SB2247 / Increases education freedom scholarships from 25,000 to 40,000 and opts into federal tax credits.

Education – As introduced, increases, from 25,000 to 40,000, the maximum number of education freedom scholarships that may be awarded to eligible students in the 2026-2027 school year; directs the governor to elect for this state to participate in the federal education tax credit program created in The One, Big, Beautiful Bill Act and to comply with any and all requirements to maintain the state’s participation in the program in the future.

Amends TCA Title 49.

HB886 SB777 / Requires voters to declare a party affiliation prior to voting.

Election Laws – As introduced, specifies that the reasonable period for candidates to remove signs, posters, or placards advocating their candidacy is two weeks after the election instead of three weeks.

Amends TCA Title 2.

HB2526 SB1868 / Defines children needing heightened supervision and updates their detention and shelter care.

Children – As introduced, defines a child in need of heightened supervision; makes various other changes regarding the commitment, detention, and shelter care of children.

Amends TCA Title 37, Chapter 1, Part 1.

HB1160 SB1064 / Directs health department to report psychotropic medications and their side effects.

Health, Dept. of – As introduced, directs the department on or before January 1, 2026, to submit a report with a list of each drug that is psychotropic medication pursuant to current law and the side effects of each medication to the chair of the health and welfare committee of the senate and the chair of the committee of the house of representatives having jurisdiction over health-related matters.

Amends TCA Title 4; Title 33; Title 41; Title 49; Title 53; Title 63; Title 68 and Title 71.

HB1708 SB1889 / Requires restricted driver license, English retest, and residency proof for non-English speakers.

Motor Vehicles – As introduced, requires an applicant for a driver license who cannot speak and read English sufficiently to be issued a restricted license for one year and to re-take the written driver license examination in English to be issued a driver license thereafter; requires evidence of U.S. citizenship, lawful permanent residence, or temporary lawful resident status prior to registering vehicles.

Amends TCA Title 55, Chapter 4; Title 55, Chapter 50 and Title 65, Chapter 15.

HB1159 SB831 / Requires voters to register their party affiliation to vote in primaries.

Election Laws – As introduced, requires a voter to designate on the voter registration record a political party with which the voter is affiliated in order to vote in primary elections for such political party.

Amends TCA Title 2.

HB999 SB1028 / Requires secure watermarks on ballots and expands ballot scanning and audit programs.

Election Laws – As introduced, requires all ballots cast in an election to have a secure watermark; requires the official tabulation count of a ballot scanner to be based on the text or machine mark portion of a ballot; makes certain other changes related to ballots and elections; creates programs for the scanning and auditing of ballots.

Amends TCA Title 2.

HB413 SB152 / Allows severely ill patients to try investigational stem cell treatments.

Health Care – As introduced, authorizes a patient with a severe chronic disease or terminal illness to access, and a physician to recommend, investigational stem cell treatment; requires the commissioner of health to promulgate rules to, among other things, list the medical conditions that constitute a qualifying severe chronic disease or terminal illness.

Amends TCA Title 53; Title 63 and Title 68.
